Would this be considered a Federal Hate Crime?

Two groups of white youths from separate cities met up at a lake about halfway between their towns at a place known for drug dealing and other illegal activity, the groups start bad talking one another and then someone from one groups calls someone from the other group the racial epithet most commonly ociated with African Americans. A riot ensues sending several of the "kids" to the hospital with broken bones and lacerations. This is apparently what occurred in Arkansas between the cities of Cabot and Jacksonville. Is there a Federal Hate Crime applicable here even though no African American youths were involved.
