Difficulty Deciding ME or CE?

I think I'm more interested in Civil than Mechanical. I am good at math and physics but never quite understand engines and other sorts of that nature. I am doing NROTC and the school I really want to go to only has ME (Miami OH or Rochester). The school that has Civil and are my secondary choices include Pittsburgh, Maine, and Purdue. Should the school dictate where I want to go or the major. I am going to have a job either way in the Navy.
