Legal Advice about runaway in NC?

My 13 year old cousin ran away. DSS has already "investigated" the family multiple times because neighbors keep telling them what's happening in the house. The girl ran away now. Can she petition the court to stay with someone else? What's the chances she will be taken back to the home?
