Help me I wanna know how do I take a stand?

There is this guy on my street and he is reatarded and he is a bug jerk!!!! He has a huge head I have these really nice neighbors but the dad got layed off and the mom and daughter are the only ones bringin in the money (daughter is like over 20) and so you see even though its none of the guys ****** business he is callin a blight officer and if they dont clean there yard by some date they have to pay a fine =[ I feel real bad and its scary this guy is like a stalker and when spring is comin he starts driven round with a clipboard writin down if there are any unregistered cars or dirty lawns and he reports it to the blight officer. Also wat pisses me off is whatever i tell me parents they wont listen and they think he is like one of their good friends. I wanna make my parents belivee me i wanna take a stand and change things you know help out. How can i make my parents or anyone on my street believe me only me and my neighbors know the truth. Mostly i wnat my parents to believe mepleas help me what do i do?????
