Do rats and mice automatically come when a house is full of garbage, (person is a hoarder)?

My aunt is a hoarder and her house is full of garbage, open food containers, food on the floor, maggots & flies, dead rats in the garage. Does this mean that mice and rats are in the house, too? I'm curious. Thanks.
