WILL THE WATER DEPT FIX OUR MAIN WATER SHUT OFF?

I've always heard that the water dept will only fix something if it's on their side so does that mean that they will advise us to get someone else for replacing our main water shutoff valve or will they replace it themselves for us? Also, are we allowed to shut off the water on the other side so that we can replace our water shutoff valve?
